Release of Speed Net 4.1 by CEPT, Mysore

In order to further improvise the features and functionality available in Speed Net and resolve some of the operational issues faced by the Circles, a new version of Speed Net called “Speed Net 4.1” has been released by CEPT. The files containing the new version of the Speed Net software is available for download at the CEPT FTP site : ftp://cept.gov.in/SpeedNet/Speednet4.1/

2. What does the new version provide?
Version 4.1 adds following features:
(i) Returned to Sender (RTS) / Missent remark for despatch of Speed Post articles would be mandatory for delivery Post Offices. Without valid RTS/missent remarks, the article cannot be returned back by the post offices. This should resolve the problem of lack of RTS remarks faced by many circles.
(ii) Provision to select delivery date while taking delivery returns in case of bulk deliverythrough Sorting Hub/IC Hub under Bulk Delivery option has been made for Sorting Hubs and Intra Circle Hubs. Thus, in case the bags have been close and sent for delivery by a Sorting Hub on a particular day but delivery could not be done for any reason the same day, there would be a provision to enter the actual date of delivery. However, it is informed that this provision may be used carefully.   
(iii) Bulk Addressee Special Delivery Slip (generated by SH/ICH for making bulk delivery directly to the bulk addressee) has been redesigned and it is available for SH / ICH. This allows printing of 3 Speed Post articles per row, and hence, consumes less paper.  
(iv) Updation of delivery remarks for Articles under “Other Office Articles – Delivery Data” option is now limited to offices falling under the PIN code jurisdiction of a delivery Post Office. This has been done to prevent misuse of the feature of updation of delivery data facility.  
(v) A provision now exists to upgrade local databases from Central Server through Speed Net Communication. This would help the central system to push new updates to the local systems centrally.
3. All post offices (whether booking or delivery), Sorting Hubs (Speed Post) and Intra Circle Hubs (Speed Post) are required to download and install Speed Net 4.1 from the url/website details given above in this mail. A “Release Document” along with a “read me” file containing details of the software version, installation procedure, check list etc. is attached with this e-mail. The same may be brought to the notice of all concerned.
4. It is requested that all post offices, all Sorting Hubs and all Intra Circle Hubs may be directed to download and install Speed Net version 4.1 at the earliest and latest by 07.11.2013. A compliance report may accordingly be sent only by e-mail to the undersigned.

1) Hardware: Mininum Pentium IV CPU with 2GHz speed, 1GB RAM and 1 GB free Hard Disk space.

2) Operating System: Minimum Windows XP SP2 or higher.

3) Database: Minimum SQL Server 2000 or higher.

4) Application Software:
a) SpeedNet Server Version 3.1.
b)
(i) SpeedNet Client Version 3.1.2 Update 6 Release date: 01/10/2012
OR
(ii) SpeedNet Client Version 3.2 Beta (Released to Sorting / IC Hubs for Bulk Delivery)
OR
(iii) SpeedNet Client Version 4.0 (Released for testing of SP-COD and BRSP)
c) For Post Offices: Update 8 to Meghdoot 7.0 (for SP-COD operations)

5) Other Requirements:

IN DOWN LOAD FILE THERE IS TWO EXL

STEP FIRST : 

1.  Run the attached script master data updation solution using ScriptTool.exe.
2.  Obtain the latest office data file for the concerned circle. This file can be downloaded by the SA of SPC from the SPC Offices Configuration site.
3.  Update the offices data using the option in Speednet communication-->Update Offices.
4.  Update the offices data under Supervisor-->Master-->Offices-->Add Additional Offices-->Update option.

STEP SECOND:
Run the attached script Office name null solution using ScriptTool.exe.

Inclusion of 'South Africa' in the list of countries for Speed Post booking as per new EMS Standard Agreement between South Africa and India Post communicated vide Dte (GB) lr.no. 38-6/2010-DA dated 17.08.2012. 4. Revision in the method of calculation of taxes and their rounding off communicated vide BD Dte lr.no. 57-0/2011-BD&MD dated 21.09.2012. As per the latest communication, Service Tax, Edn. Cess and Higher Edn. Cess are to be rounded off together to the nearest rupee value instead of the current method of rounding up to the next higher rupee value. 5. New Speednet Communication (C#.Net) module, which will replace the old Speednet Communication (VB 6.0). II. Pre-requisites: 1. Hardware: Min. Pentium IV CPU with 2GHz speed, 1GB RAM and 500 MB free Hard Disk space. 2. OS: Min. Windows XP SP2 or higher. 3. Database: Min. SQL Server 2000 or higher. 4. Application Software: a) Speednet Server Version 3.1. b) Speednet Client Version 3.1.2 Release date: 15/12/2011. 5. Other Requirements: a) .Net Framework 2.0 or higher. III. Upgradation Procedure: Steps to Upgrade: 1. Upgrade the databases first. 2. Uninstall the old Speednet Communication and Install the new Speednet Communication. 3. Upgrade to the Speednet client application. Note: The sequence of upgradation should be followed strictly else you cannot log in to Speednet. 1. Database Upgradation: a) Take full backup of existing Databases i.e., POSPCC and POSPCCBackup b) Ensure that SpeedNet is not in use in any system at the time of upgradation. c) Run the EXL Scripts available in 'DB Exl Scripts Folder' using ScriptTool.exe and check the contents of Log folder for details of upgradation and errors, if any. 2. SpeedNet Communication Module: a) Ensure that SpeedNet is not in use in any system at the time of upgradation. b) Copy the contents of Message, RXD and TXD Folders to any other location. c) Uninstall the existing Communication Module using options available under Control Panel -->Add Remove Programs option. d) Install the new Speednet Communication Module. Note: i) If .Net 2.0 Framework is not available, stop here, install .Net 2.0 Framework and then proceed with step (d). ii) Default Installation path:- C:\Program Files\EMSClient. iii) Do not forget to update the communication path in Speednet Client under Supervisor -->Master --> Environment --> Folder Paths. e) Run the communication and complete the configuration. 3. SpeedNet Client Upgradation: On successful upgradation of DBs and Communication Module - do the Client updation. a) Copy & overwrite the Speednet.exe, BNPLDataCorrection.exe, TBNPL.snt and 4 DLLs viz., BNPL.dll, CollectionAgent.dll, EMSDelivery.dll and SpeedLib.dll from the upgradation folder to the Speednet folder in all client systems. b) Register the 4 DLLs. c) Run BNPLDataCorrection.exe once, before using Speednet. d) Run Speednet Client, check Login and confirm version updates in the Login form, Date & Time form, About form and Reports. Speed Post Services




The network and number of the Speed Post Centres has recently been restructured under Mail Network Optimization Project of the Department of Posts. Speed Post Centres are either National Speed Post Sorting Hubs or Intra-Circle Sorting Hubs. There are 89 National Speed Post Sorting Hubs and 105 Intra Circle Sorting Hubs. A list of the Hubs, state-wise, is given in the tabular form.
                There is no proposal for creating any new Sorting Hub or Intra-Circle Hub in the year 2012-13.
                Department of Posts takes note of the deficiencies in services and complaints received in connection with Speed Post service are processed expeditiously and grievances settled in a time bound manner. The number of complaints received during the last 3 financial years and the percentage of complaints with respect to the Speed Post traffic is given as under:

 The Department of Posts has a well established mechanism for prompt disposal of complaints through Customer Care Centres in all Postal Divisions.
 In order to improve the quality of Speed Post service across the country the network has been restructured as stated at (a) above. The Department is shortly going to commission Automatic Mail Processing Centres in Delhi and Kolkata to expedite mail processing. In addition end –to-end track and trace has been provided for Speed Post articles. Above initiatives will help the Department to compete effectively with the private couriers.
